Everything NIPHA delivers — from an aid post consultation in a coastal village to surgery in Kavieng — is organised through four directorates that plan and work as one system.
Four directorates, one mission
Since Kavieng General Hospital and the Provincial Health Authority came together under the One Health System, our work has been carried out through four directorates. Follow any of them to see what that team is responsible for.
Curative Health Services
Day-to-day clinical care at the provincial and district hospitals, urban clinics, health centres and aid posts — with clinical governance, patient safety and referral of complex cases.

These are the everyday services our facilities provide. Which ones are available depends on the type of facility — a village aid post offers basic care, while the provincial hospital in Kavieng covers the full range.

How to access care
Our facilities work as a connected network, so you rarely need to travel far to be seen first.
Start close to home
For most illnesses and check-ups, begin at whichever facility is nearest to you — an aid post in your village, a health centre, or an urban clinic. Staff there handle everyday illness, antenatal visits, immunisation and screening, and they know when something needs a closer look.
Be referred up the network when you need more
If your condition needs equipment, tests or clinical skills the local facility does not have, the team will refer you onward — usually to a district hospital, and to Kavieng Provincial Hospital when specialised care is required. The provincial hospital is the referral hub for the whole province, and cases that need care beyond what New Ireland can provide are referred on to specialist centres.
Going straight to hospital
In a medical emergency, do not wait for a referral. Go directly to the Emergency Department at Kavieng Provincial Hospital on Nusa Parade, Kavieng, which is open at all hours.
